A University Grants Commission (UGC) fact-finding committee has reported serious institutional failures at Government Degree College in Dharamshala, Himachal Pradesh, following the suicide of a 19-year-old student on December 26. The investigation, initiated after a complaint from the victim's father, revealed that the college lacked essential support systems and failed to address ongoing bullying and harassment. The committee found that the college principal, Rakesh Pathania, learned about the incident through social media, indicating a severe lack of communication and outreach after a police complaint was filed. The report noted that the Internal Complaints Committee and anti-ragging mechanisms were either not formed or non-functional, with no follow-up on the victim's complaints. The UGC has called for immediate reforms, including compliance with its regulations, strengthening student grievance systems, and prioritizing mental health support, as well as addressing high dropout rates and improving academic oversight.
