Valencia City Substation Area Manager Rhodora Mae Bebanco publicly apologized for the inconvenience, explaining that complications arose when attempting to energize the newly installed 10MVA transformer, which was meant to replace an overloaded 5MVA transformer. Although FIBECO redirected power through alternate feeders to restore electricity partially, many areas remained without power for an extended period.
