The Indian government has tightened performance evaluation criteria for central public sector enterprises (CPSEs) for the financial year 2027, emphasizing accountability and support for small businesses. New guidelines, circulated in early October 2023, impose strict penalties for failing to meet corporate social responsibility (CSR) obligations and delaying payments to micro, small, and medium enterprises (MSMEs). Deviations from these requirements will lead to a full deduction of marks in performance assessments. The updated parameters were established by a high-powered committee led by the cabinet secretary, with input from various government officials. Additionally, CPSEs are required to report on pending and paid bills annually, with penalties for non-disclosure. The guidelines align with the Atmanirbhar Bharat initiative, promoting self-reliance and innovation within CPSEs, particularly those reliant on imports, which must also work towards reducing their import dependency.
