A recent report by PRS Legislative Research reveals that Indian state assemblies met for an average of 24 days in 2025. Karnataka emerged as the leader in legislative activity, passing 84 bills during its 34 sittings. Odisha topped the list with 43 sitting days, followed by Tamil Nadu (39), Maharashtra (38), and Himachal Pradesh (35). In contrast, Nagaland had the fewest sittings at just seven days. The report noted that some states, including Assam and Gujarat, held shorter sessions merely to comply with the constitutional requirement that mandates no more than six months between sittings. Despite these short sessions, the overall number of bills passed increased significantly, with 645 bills approved in 2025 compared to approximately 500 in the previous year. Notably, Karnataka's legislative efficiency was highlighted, as it passed 17 bills in a single sitting. The study also pointed out disparities in the number of bills referred to committees, with Kerala leading at 96% referral, while Karnataka only referred 2% of its bills.
