The District Consumer Disputes Redressal Commission in Mohali has directed Preet Land Promoters and Developers Pvt Ltd to either hand over a residential plot or refund the buyer, Bhajan Singh, due to failure in service. Singh had purchased a plot in the Preet Land City project in Sector 86, Mohali, on March 15, 2011, for ₹14 lakh, of which he paid ₹11 lakh. The developer was required to complete the development and deliver possession within three years but failed to do so, citing changes in the Greater Mohali Area Development Authority (GMADA) master plan as the reason for the delay. The commission rejected this defense, emphasizing the developer's responsibility under the Consumer Protection Act. The commission mandated the developer to deliver the plot, complete with necessary certificates, within two months after receiving any remaining payment. Should they fail, they are required to refund ₹11 lakh with 9% interest and pay ₹1 lakh for the complainant's distress and legal costs.
