Following the January 2023 killings of two American citizens, Renee Good and Alex Pretti, by immigration officers in Minneapolis, arrests by Immigration and Customs Enforcement (ICE) saw a significant decline of nearly 12%. In December 2022, ICE arrests peaked at approximately 40,000 nationwide, but after the incident and subsequent public outcry, weekly arrests averaged 7,369 in the five weeks following a leadership change. This shift included the dismissal of Homeland Security Secretary Kristi Noem and the reassignment of Border Patrol commander Gregory Bovino. Although arrests decreased overall, some states, including Kentucky and Florida, experienced increases, with Kentucky's weekly arrests more than doubling to 86 by early March. Notably, 46% of those arrested in the weeks leading up to February 4 had no criminal charges, a figure that dropped to 41% afterward.
