According to the Annual Survey of Unincorporated Sector Enterprises (ASUSE) 2025 released by the National Statistics Office (NSO), India's unincorporated non-agricultural sector added approximately 75 lakh workers in a year, totaling 12.81 crore employees. Uttar Pradesh (UP) leads with 13.8% of establishments and 14.5% of workers, followed by West Bengal (WB) with 13.1% of establishments and 10.4% of workers, and Maharashtra with 8.3% of establishments and 9.1% of workers. Together, these states account for about 35% of all establishments in the sector. Despite its lower establishment count, Maharashtra contributed 11.2% and Tamil Nadu 8.2% to the gross value added (GVA), while UP remained the largest contributor with 11.7%. The report also noted a significant digital divide, with Delhi, Haryana, and Assam showing the highest rates of digital adoption, while UP and WB lagged behind. Internet use for business purposes rose from 27% to 39%, indicating a growing trend in digital entrepreneurship. Additionally, 27% of unincorporated establishments are female-led, with Telangana having the highest proportion of female proprietors at 38.55%.
