Canada positions itself as a nation in need of skilled immigrants to fill labour shortages and drive economic growth. However, the 'Canadian experience' requirement often excludes qualified professionals from employment opportunities. A report from RBC indicates that 34.7% of recent immigrants are over-qualified, compared to 18.5% of Canadian-born workers. This discrepancy highlights the failure of the Canadian labour market to recognize the skills and qualifications of immigrants, who are often seen as liabilities due to their foreign experience. International students and foreign-trained doctors are particularly affected, facing barriers that prevent them from gaining relevant work experience in their fields. For instance, only 41.1% of foreign-educated doctors work in related occupations despite having strong clinical knowledge. To truly benefit from skilled immigration, Canada must improve its recognition of foreign expertise and eliminate the reliance on 'Canadian experience' as a hiring criterion. This change is essential not only for the immigrants affected but also for addressing ongoing labour shortages in critical sectors.
