Santiago Martin, a prominent lottery baron, along with his family members including AIADMK MLA Leema Rose and Daisy Aadhav Arjuna, has filed 39 individual appeals in the Madras High Court against the Enforcement Directorate (ED). The appeals challenge the ED's attachment of properties worth ₹910.29 crore tied to allegations of lottery fraud that reportedly caused significant financial loss to the Government of Sikkim. The High Court, led by Chief Justice Sushrut Arvind Dharmadhikari, has issued notices to the ED regarding these appeals, which contest a May 30, 2025 order from an appellate tribunal that upheld the ED's provisional attachment orders. The tribunal had also allowed the ED to retain seized digital devices and documents from prior investigations. The ED's actions are rooted in a Central Bureau of Investigation (CBI) case that suggests Martin and others manipulated lottery ticket sales in Kerala, leading to the issuance of several provisional attachment orders since 2016. The latest confirmation of these orders occurred on November 7, 2023, prompting the current legal challenge in the High Court.
