In a recent statement, Sajjad Kargili (co-chairman of the Kargil Democratic Alliance) clarified that despite earlier claims of an agreement with the Indian government regarding legislative assembly and constitutional safeguards for Ladakh, no final agreement has been reached yet. Discussions are ongoing, with the KDA having shared draft proposals for statehood and sixth schedule safeguards, which the government is expected to respond to with a formal draft before the next meeting. The Leh Apex Body and KDA had previously reported assurances from the Centre regarding restoring democracy and providing constitutional protections akin to Article 371, which applies to certain northeastern states in India. However, the Centre has indicated that Ladakh currently lacks the necessary revenue to achieve statehood. A committee led by junior minister Nityanand Rai was formed in January 2023 to address these issues, following a violent protest in September 2025 that resulted in fatalities. Environmentalist Sonam Wangchuk, who was arrested during protests, has been vocal about the need for continued dialogue.
