The USAID Office of Inspector General (USAID OIG) has referred over 100 current and former staff members of the United Nations Relief and Works Agency (UNRWA) to the US State Department for potential suspension or disbarment. This action follows their alleged participation in the October 7, 2023, attacks and affiliations with Hamas's military wing. The referred individuals include school principals, teachers, security personnel, and medical professionals. Notably, two deputy school principals were identified as holding senior positions in Hamas's Izzadin al-Qassem Brigade. In one instance, a UNRWA staff member was reported to have served as a deputy company commander in a Hamas infantry battalion. Another individual, a teacher who also acted as a soldier for Hamas, was implicated in delivering anti-tank missiles for the October 7 attacks. If the State Department acts on the referrals, these individuals could be barred from future employment with US-funded aid organizations. The situation has already resulted in the disbarment of Hafez Mousa Mohammed Mousa, who coordinated with Hamas during the attacks while serving as a principal for UNRWA. The agency has not yet commented on these developments.
